Tools for diagnosing micro freezes

Hi,

System is Vista32, Latitude E4300. Extended Dell diagnostics come back clean. New profile does not solve the problem. The freezes are roughly 1-2s long. Event Viewer and Reliability Monitor have nothing useful. The problem does not seem to exist when I connect to the computer via Remote Desktop.
Task Manager freezes as well during these micro freezes, although after the freeze it shows a CPU spike (most of the time), and it looks like one of the many svchosts could be it, but I cannot be sure.
This laptop is the same as 30 others, exact same hardware, exact same OS and driver loadout, and this is the only one with this issue, which manifested after a few months of use. Users are admins, so they can install what they want, but I did not see anything funky on this PC.
I don't really know the best troubleshooting steps beyond this. Suggestions?

Any help will be apprecited.
